This report presents findings from the Nordic pilot study which has been a central part of the joint Nordic research project ‘Measuring Public Innovation in Nordic Countries: Toward a common statistical approach’. The prime objective of the project has been to generate a better understanding of how to measure innovation in public sector contexts and to test our measurement framework with respect to validity, potential comparability and usefulness. The main findings from the project are therefore process oriented insights and relate to how the public sector could be approached and what mechanisms that should be taken into account when studying it.nb_NO
