dc.description.abstractThis working paper presents a case study of the Norwegian access system to higher education, drawing on data collected in a larger project commissioned by the EU Commission. Based on interviews with stakeholders at the policy level and in higher education institutions, as well as focus group interviews with pupils in upper secondary education about to apply for higher education and students who just started a higher education degree the Norwegian access system is assessed.nb_NO
