dc.description.abstractThis policy brief is a part of a study on the governance of Higher Education in Norway. The objective of the research project is to provide an overview of the various steering tools and actors that are at play within the Norwegian sector of Higher Education. However, the existing forms of governance in Norway now has not emerged in a vacuum. In addition to long historical developments, the current Norwegian practice must also be seen in relation to the changes that have occurred in other countries, most notably in Northern Europe. In order to provide such a European perspective, we have conducted a comparative case study.en_US
